The A Corp's Commission on Inter-Corporation issues & Executive Safety (CIE) is an Admin 26th office's agency whose mission is to ensure the safety of workers, the public, and the environment by investigating and preventing accidents relating to Corporation issues events. The CIE is a ethical investigative organization; it is not an enforcement or regulatory body. Established by the Special Resources Development Act of 1980, the CIE is responsible for determining the root and contributing causes of accidents, issuing safety recommendations, studying corporation safety issues, and evaluating the effectiveness of other government agencies and executive corporations (mostly Y Corp and C Corp) involved with ethics, combats, smokeywars and wingwars.

No part of the conclusions, findings, or recommendations of the CIE relating to any accident may be admitted as evidence or used in any action or suit for damages. See [REDACTED]. The CIE makes mostly public its actions and decisions through investigation reports, summary reports, safety bulletins, safety recommendations, case studies, incident digests, special technical publications, and statistical reviews.

[1.0.0] EXECUTIVE SUMMARY

At 12:41 PM UTC+4 on August 1st, 2000, the Greenview independent City experienced a wingwar on O Corp's Unknown district (District O) and by data given by O Corp, it was also experienced in other locations of their operations, which resulted in over 12,457 fatalities, and over 23,900 major injuries.

Investigators have concluded that this disaster was chiefly characterized by a premature ethical/riot event caused by the catastrophic failure of critical OS Foundation's operations to prevent and limit the revolt and illegal actions of its own Scientific Departament.

Investigators have concluded that the failure of these critical safety measures are the direct result of negligent practices by the primary site "Scientific Headquarters/Site-55" operations contractor Main Research Team (MRT), a subsidiary team of the Scientific Departament of the OS Foundation (O Corp).

The A Corp's Commission on Inter-corporation issues & Executive Safety (CIE) released its first report on the August 1st 2000 wing war in Sptember 2000 (the Sixth Wing Report), which highlighted operational findings and safety system deficiencies. The report issued recommendations to the O Corp as whole. As of April 2001, these groups have made progress in implementing the recommendations to improve the regulatory requirements for Departament management and moderation, anomalous resource containment, and general public safety as it relates to the war's aftermath.

OS Foundation Scientific Departament's MRT (Main Research Team) was originally created for the general anomalous research of all type of anomalies as an private departament of O Corp, acting with primal objective of Care taking, management, securing and investigation on anomaloues objects, but after further years of working for the OSF as only one singles departament, the MRT was soon faced with ethical problems and poor management of the team, difficult working conditions and difficult management due too the whole team be so vast and located on the majority of OSF sites as only one team, these working conditions and difficulties on the management of the MRT caused the MRT to revolt and cause the incident.

[3.0.0] INCIDENT TIMELINE

Start of revelant timeline.

11:43 PM July 31th - Normal Nightshift Operation on Site-55, Site-02 and other sites near ending and the starting of Dawnshift gets prepared.

11:49 PM July 31th - Scientific departament's MRT on Site-55 secretly contact other sites by a secretly built phoneline.

11:50 PM July 31th - MRT employees of Dawnshift, Morningshit, Noonshift and Nightshift starts to move to their designated positions near armorys and security posts.

00:00 AM August 1st - Revolt starts instantly, Security forces are quickly restrained by the MRT, the RRT, IST and OMTF forces are warned.

00:04 AM August 1th - Revolt in Riverview Unknown District start from the Site-02 to the surrounding areas.

00:05 AM August 1th - Wing War protocoll is started, Code Delta is issued on all OSF sites.

00:12 AM August 1th - Blacksite-01 is put into lockdown, OS Command and the OCMT are redirected to a unknown safe location.

00:15 AM August 1th - Emergency Broadcast System is issued on Greenview's Districts H, I, N, O, P, V and W.

00:20 AM August 1th - MRT starts to destroy the OSF sites from within, battle against the RRT, IST and OMTF starts, T Corp and C Corp forces also help O Corp against the MRT on revolts located in civillian populated areas.

00:54 AM August 1th - Fight happens between the leaders of the MRT revolt, the MRT is then fragmented into the EBSCCT (Ellie Brown Safe Class Containment Team), EJMCCT (Ernand Jackson Mediocre Class Containment Team), EFDCCT (Ethan Ford Dangerous Class Containment Team), EHUCCT (Ernand Henderson Unknown Class Containment Team) and EJIT (Ediana Jimm Inquisitor Team).

00:56 AM August 1th - The EJIT decides to Battle against the OSF, while the other teams starts to fight against the EJIT.

00:58 AM August 1th - The other MRT remnants unite with O Corp, EJIT members in Greenview starts to head to A District with the objective of destroying the Corporation oversight.

01:01 AM August 1th - Ediana Jimm scapes Site-55.

01:02 AM August 1th - EJIT members gets terminated on other sites, A Corp secret forces starts to act in favor to protect district A

01:04 AM August 1th - EJIT leader Ediana Jimm is killed.

01:05 AM August 1th - EJIT members gets stopped at distict H

01:40 AM August 1th - Revolt remnants starts to dissipate

01:48 AM August 1th - OSF Wing war ends.
