The A Corp's Commission on Supernatural Fenomena & Public Safety (CSR) is an Admin 26th office's agency whose mission is to ensure the safety of workers, the public, and the environment by investigating and preventing accidents relating to Anomalous and Supernatural events. The CSR is a scientific investigative organization; it is not an enforcement or regulatory body. Established by the Special Resources Development Act of 1980, the CSR is responsible for determining the root and contributing causes of accidents, issuing safety recommendations, studying anomalous safety issues, and evaluating the effectiveness of other government agencies and executive corporations (mostly O Corp) involved with anomalous objects, entityes, places and events.

No part of the conclusions, findings, or recommendations of the CSR relating to any accident may be admitted as evidence or used in any action or suit for damages. See [REDACTED]. The CSR makes mostly public its actions and decisions through investigation reports, summary reports, safety bulletins, safety recommendations, case studies, incident digests, special technical publications, and statistical reviews.

[1.0.0] EXECUTIVE SUMMARY

At 12:41 PM UTC+11 on November 9th, 2024, the Riverview City experienced a catastrophic disaster which resulted in over 125,779 fatalities, and over 122,800 major injuries. In the weeks following the incident, approximately 184,000 individuals from the surrounding communities sought medical and psychological treatment for ailments including breathing problems, chest pains, shortness of breath, nausea, birth defects, hallucinations, depression, anxiety, internal bleeding, sore throat, and headaches as a direct result of contact with [REDACTED] which had been introduced to the atmosphere.

Investigators have concluded that this disaster was chiefly characterized by a premature theological/anomalous event caused by the catastrophic failure of critical Riverview/RADO operations to constrain and limit the AN-02-19, AN-01 and other anomalous and illegal actions of the anomalies and Riverview.

Investigators have concluded that the failure of these critical safety measures are the direct result of negligent practices by the primary site "GEOTANK" operations contractor Riverview Abnormalities Defence Organization (RADO), a subsidiary of Riverview laboratories corporation (R Corp).

The A Corp's Commission on Supernatural Fenomena & Public Safety (CSR) released its first report on the CUBE-ADD/RADO Disaster in January 2025 (“the Interim Report”), which highlighted technical findings and safety system deficiencies. The report issued recommendations to R Corp.; the city of Riverview, RiverviewDS; the District of Riverview City; the R.V. Department of the Metropoly; the N Corp's Environmental Protection Agency; the Federal Emergency Management Agency; the [REDACTED] Food & Drug Administration; the L Corp's R.V. Department of Energy; and the O Corp as whole. As of April 2025, these groups have made progress in implementing the recommendations to improve the regulatory requirements for anomalous resource extraction, anomalous resource containment, and general public safety as it relates to AN-01 and AN-02 remnants.

[2.1.0] CUBE-ADD/RADO BACKGROUND

RADO (Riverview Abnormalities Defense Organization) was originally founded as the C.U.B.E Anomaly Defence Departament (CUBE-ADD) as an private departament of R Corp and R.V. Government, acting with primal objective of destroying AN-02-1 (the cube) after discovering that the entity was moving towards Riverview city, but after further investigation, discovery and translation of AN-01 and its runes, the CUBE-ADD was soon merged with part of the A Corp's Comission on Supernatural Fenomena & Public Safety; the R.V. millitary sector; the B Corp anomalous departament; the U Corp departament of [REDACTED] weaponry; and the Riverview Abnormality management agency, this unione between all of these agencyes, organizations and corporation sectors aswell with the administration of R Corp created RADO

Headquartered in Riverview city, Riverview district, and prior to it’s 2025 restructuring, RADO was the thirty-third largest company by revenue. Globally, Anodyne employed over 28,000 people. It operated seven major research, development and production facilities around the world, six of which were in the Riverview State.

RADO filed for bankruptcy in late 2025, but ended it’s bankruptcy in February 2026 pursuant to a court-approved plan of reorganization. A new board of directors changed the name of RADO to the Riverview Anomalous Departament of Orientation, and emphasized reorganizing and liquidating certain operations and assets of the pre-bankruptcy RADO, it now works as entrace from civilians to enter the anomaly-related bussines (mostly O Corp).

[2.2.0] AN-01 AND AN-02 BACKGROUND

AN-01 was found by R Corp on February 20th 2024 following the first incident with AN-02-1. It was found at the bottom of the Telamon Sea, leading to the obelisk being named "The Telamon Sea Rock." starting the RADO innitiative, later efforts were made to translate the encrypted runes written on AN-01 and were sucessfull, but today, all information regarding the translation of AN-01 got confiscated by O Corp and is now being storaged on BlackSite-100.

meanwhile, AN-02 instances, called by R Corp and RADO as the "abnormalityes" were discovered before AN-01, on February 12th 2024, with the appearence of AN-02-1 "The Cube", its discovery on the calcayo sea zone and the fact it was heading directly to Riverview state caused the creation of CUBE-ADD, sonner with the discovery of AN-01 and the fact it was actually heading to AN-01 caused CUBE-ADD be transformed into RADO and the creation of the RiftedWalkers (group of 3 weapons created to destroy AN-02 instances).

NOTICE: information on why RADO decided to protect AN-01 from the AN-02 instances and on why they decided to destroy all the AN-02 instances are Top secret.

[3.0.0] INCIDENT TIMELINE

Start of revelant timeline.

10:11 PM Novemeber 8th - RADO operations on destroying the last AN-02 instance (AN-02-19 "The Demon") are being prepared as midnight approaches, subjects 0, 1 and 2 are put under active state and are ready to operate their RiftedWalker Units, GEOTANK operations get at maximun, border patrols from the Riverview District are ready.

10:20 PM Novemeber 8th - emergency AN-01 systems are set online.

10:23 PM Novemeber 8th - last checks done, maintinence departament goes into dormant state.

11:00 PM Novemeber 8th - 1 hour left for midnight, subjects get into resting state and can be awaken if AN-02-19 appears.

00:00 AM Novemeber 9th - Midnight.

07:09 AM Novemeber 8th - unknown activities detected at New Hetxico Zone/State, army starts to prepare for combat.

07:22 AM Novemeber 9th - Supercell formation suddently appears on New Hetxico, listed as anomalous event, no natural atmospheric implications, subjects are awaken and positioned into their repective RiftedWalker Unit.

07:30 AM Novemeber 9th - Tornado and Abnormality warning is issued at the zones of New Hetxico, Northeast and Riverview District.

07:36 AM Novemeber 9th - First Vortex makes contact with the ground, other tornado formations are starting to appear around the main vortex.

07:41 AM Novemeber 9th - Vortexes unite into one "Dead man walking" torando formation.

07:43 AM Novemeber 9th - AN-02-19 appears from the formation and starts heading to Riverview City.

07:45 AM Novemeber 9th - Millitary Acts on Tudor City, no effect is given as the projectiles pass trought the entity.

07:56 AM Novemeber 9th - AN-02-19 reaches the Riverview lake on the border of New Hetxico and Riverview District.

08:00 AM Novemeber 9th - RiftedWalker Units start to act as AN-02-19 is nearing Riverview city

08:04 AM Novemeber 9th - AN-02-19 Reaches Riverview city.

08:05 AM Novemeber 9th - Conflict between the RiftedWalkers and AN-02-19 start

08:22 AM Novemeber 9th - RiftedWalker Aero Combat Unit 03 is taken down, Subject 2 is presumed dead

08:25 AM Novemeber 9th - AN-02-19 is able to breach into the GEOTANK RADO HQ, nears AN-01, emergency combat systems start.

08:30 AM Novemeber 9th - critical error occours on multiple systems as AN-02-19 destroys the facility's mainframe, emergency systems are now being operated by manual control.

08:32 AM Novemeber 9th - RiftedWalker Ground Unit 02 is able to enter the GEOTANK and starts to try detaining the entity.

08:59 AM Novemeber 9th - AN-02-19 is forced outside the GEOTANK by RiftedWalker 02

09:13 AM Novemeber 9th - RiftedWalker Artillery Unit 01 Is taken down by the entity, subject 0 is able to scape alive.

09:24 AM Novemeber 9th - AN-02-19 is able to re-enter the GEOTANK.

09:27 AM Novemeber 9th - emergency defence systems tryes to detain the entity, failure.

09:22 AM Novemeber 9th - RiftedWalker 02 re-enters the GEOTANK to detain the entity once again.

09:54 AM Novemeber 9th - AN-02-19 is able to breach inside AN-01 Containment Hall.

10:00 AM Novemeber 9th - RiftedWalker 02 starts to detain the entity inside the Containment hall, fight lasts for 1 hour and 45 minutes

11:45 AM Novemeber 9th - RiftedWalker 02 is critically damaged.

11:57 AM Novemeber 9th - RiftedWalker 02 is unable to respond, entity starts heading for AN-01 while easly destroying defense systems, subject 1 is safe

00:00 PM November 9th - AN-02-19 makes contact with AN-01.

00:01 PM November 9th - RiftedWalker 02 is able to respond again and destroys the entity in a surpise attack.
